Regulations of the Andrzej Hulanicki Award
for Young Mathematicians
§ 1 General Provisions
The Andrzej Hulanicki Award (hereinafter referred to as the “Award”) commemorates Professor Andrzej Hulanicki, an outstanding mathematician of the University of Wrocław, a full member of the Polish Academy of Sciences, and the founder of the Wrocław school of harmonic analysis.
The organizer of the competition and the founder of the Award is the Foundation of Wrocław Mathematicians (hereinafter referred to as the “Foundation”). The initiator of the Award and its first donor wish to remain anonymous.
The Award is granted in the field of mathematical sciences.
The purpose of the Award is to distinguish and reward young researchers employed at the Institute of Mathematics of the University of Wrocław for their jointly assessed scientific, teaching, and organizational achievements.
The Award is granted no more than once per academic year, subject to paragraph 8.
In each edition of the competition, at least one Award is granted and presented.
The Award is individual and monetary in nature. The amount of the Award and the maximum number of Awards granted in a given edition shall be announced in the notice referred to in § 2(7) of these Regulations.
The first edition of the Award may follow a timetable different from that provided for in these Regulations. The timetable for the first edition shall be announced in the notice referred to in § 2(7) of the Regulations.
§ 2 Award Jury
The selection of the laureate is carried out by the Award Jury (hereinafter referred to as the “Jury”), composed of four members (hereinafter referred to as “Jurors”).
The Jury shall consist of:
the Dean of the Faculty of Mathematics and Computer Science of the University of Wrocław, or a person designated by the Dean,
the Director of the Institute of Mathematics of the University of Wrocław, or a person designated by the Director,
the Chair of the Board of the Foundation of Wrocław Mathematicians, or a Board Member designated by the Chair,
one person jointly indicated by the Chair of the Board, the Dean, and the Director. In the absence of consensus, the fourth Juror shall be indicated by the Foundation Council.
The term of office of the Jury shall commence on September 1, subject to § 1(8), and shall end upon the conclusion of the relevant edition of the competition.
The Jurors shall, by consensus, elect from among themselves a Chair (hereinafter referred to as the “Chair of the Jury”), who represents the Jury and directs its work.
In matters under consideration, the Jury shall take decisions by a simple majority of votes. In the event of an equal number of votes, the vote of the Chair of the Jury shall prevail.
Jurors shall perform their duties on an honorary basis and shall not receive remuneration.
No later than September 5 of the year in which the Award is granted, subject to § 1(8), the Chair of the Jury shall announce:
the composition of the Jury for the given year,
the maximum number of Awards,
the amount of a single Award,
the email address for submitting applications, and
the timetable for awarding the Award (applicable only to the first edition).
§ 3 Submission of Applications
An individual (hereinafter referred to as the “Candidate”) who meets all of the following criteria may apply for the Award:
holds a doctoral degree in mathematical sciences,
on the final date for submitting applications is employed as a research or research-and-teaching staff member at the Institute of Mathematics of the University of Wrocław,
in the calendar year in which the Award is granted has not reached the age of 41, subject to paragraph 2,
in the academic year in which the Award is granted does not plan to take unpaid leave,
did not receive the Award in the immediately preceding edition of the competition.
The age limit referred to in paragraph 1(c) may be extended by no more than three years in the case of long-term breaks in academic work caused by health-related or family circumstances. The decision on the length of the extension shall be taken by the Jury on the basis of submitted documents.
Members of the Board of the Foundation may be Candidates for the Award, provided that they do not serve on the Jury in the year in which the Award is granted.
An application for the Award shall be submitted electronically to the email address indicated in the announcement, by October 1 of the year in which the Award is granted. The Jury may also reserve a different mode of submission, which shall be announced in accordance with § 2(7) of the Regulations.
The application shall include the following documents:
the Candidate’s contact details: first name, last name, permanent address, email address, and date of birth,
the Candidate’s declaration of acceptance of the provisions of the Award Regulations,
the Candidate’s declaration that in the academic year in which the Award is granted they do not plan to take unpaid leave,
the Candidate’s declaration that they have read the information on the processing of personal data and their consent to the use of personal data and image in the event of receiving the Award,
a description of the Candidate’s scientific, teaching, and organizational achievements.
The consent referred to in paragraph 5(d) shall in particular include the use of photographs and video materials, their publication, processing, and reproduction for informational and promotional purposes in all available media (press, radio, television, Internet).
Other documents confirming the described activities may be attached to the application.
A Candidate for the Award may also be an individual nominated by an independent research or research-and-teaching staff member of the Institute of Mathematics of the University of Wrocław (hereinafter referred to as the “Nominator”). In such a case, the Nominator submits, as the application, a description of the Candidate’s achievements (paragraph 5(e)), and the Jury requests the Candidate to submit the remaining documents (paragraphs 5(a)–(d)).
Applications submitted after the deadline specified in paragraph 4 or failing to meet all the requirements set out in these Regulations shall not be considered.
§ 4 Selection of the Laureate
The selection of the Award laureate from among the Candidates shall be carried out in accordance with the principle set out in § 2(5).
In the course of the competition procedure, the Jury shall in particular assess:
the value and originality of the Candidate’s scientific achievements,
cooperation with other academic centers, including participation in foreign research stays,
the Candidate’s teaching and outreach activities,
the Candidate’s organizational activity, in particular activities undertaken for the benefit of the mathematical and academic community.
The Jury may request the Candidate to supplement the application.
The Jury may request an opinion from an external reviewer. No remuneration shall be paid for the preparation of such an opinion.
The Jury’s decision on awarding the Award shall be taken no later than 15 November of the year in which the Award is granted.
The Chair of the Jury shall prepare minutes of the meeting at which the decision to award the Award was taken. The minutes shall be approved by the full composition of the Jury.
Members of the Jury are bound by the principle of confidentiality with regard to matters concerning the course of the meetings, in particular the decision taken on the selection of the Award laureate.
The decision of the Jury is final and not subject to appeal.
§ 5 Announcement of Results and Presentation of the Award
The Chair of the Jury shall announce the name of the Award laureate no later than 30 November of the year in which the Award is granted.
The laureate shall receive an Award diploma, which shall be presented at the University of Wrocław on a date agreed with the laureate.
The Award shall be paid in a lump sum within 45 days of the laureate providing the data necessary to effect the transfer (in particular, the bank account number and details of the competent tax office).
A lump-sum income tax and contributions shall be deducted from the Award in accordance with applicable regulations.
By accepting the Award, the laureate undertakes to deliver a popular science lecture for secondary school students as part of events organized by the Foundation of Wrocław Mathematicians or the Faculty of Mathematics and Computer Science of the University of Wrocław. The exact date and place of fulfilling this obligation shall be agreed individually with the laureate. This date shall not, however, be later than twelve months from the date of announcement of the selection of the Award laureate.
§ 6 Financial Resources
The Foundation shall establish a separate sub-account (hereinafter referred to as the “Sub-account”) for the purpose of collecting funds intended for the payment of the Award.
Funds paid by donors into the Sub-account may be spent by the Foundation exclusively for the purpose specified in paragraph 1.
Anyone is entitled to make payments into the Sub-account. The Foundation may undertake activities aimed at raising funds to be paid into the Sub-account; in particular, the Foundation may organize targeted public fundraising campaigns.
§ 7 Final Provisions
The Award shall be granted until the funds accumulated in the Sub-account are exhausted.
Any amendments to these Regulations require approval by the Foundation Council.
These Regulations shall enter into force on the date of adoption of the relevant resolution by the Board of the Foundation and its approval by the Foundation Council.
